Purpose of the program is to find unemployed people willing to work in a given district (settlement), to ensure readiness for prompt realization of needed services undertaken by them, and ensure a pleasent room for their co-operation. Ideal places would be headquarters of associations or community centres and organizators would be people working in these associations, or in adult education. Members of the STAND would pay for residental costs by their work. They might work to each other as well (LET'SYSTEM), and they might offer their services to external parties on an average fee. During the waiting periods people could talk or work on site (contructing simple products on their own ideas). They would be competitive to the unofficial work because activity of this group is interesting to other people so, they will want to join as well. It is possible to follow selection of topics on a national level and, by organizing exhibitions, to search for customers for the products.
If the place becomes to small for further activities members will join to other groups (HUMTECH,  CLUE,)
